Babalanda Warns RDCs, Deputies, and ISOs Over Clashes

Kampala, Uganda | The Black Examiner – Milly Babirye Babalanda, the Minister of Presidency, has issued a stern warning regarding the ongoing conflicts among Resident District Commissioners (RDCs) and District Internal Security Officers (DISOs). Speaking during a capacity-building symposium for RDCs and DISOs from the greater Masaka sub-region, Babalanda expressed her deep concern about the recurring administrative clashes between RDCs, their deputies, and internal security officers.

The statement, which was delivered by former minister Amelia Kyambadde, now serving as a Senior Presidential Advisor on Trade and Industries, conveyed Babalanda’s message. She emphasized that the RDCs, their deputies, and district internal security officers could face potential dismissal if they fail to collaborate effectively.

Babalanda specifically assigned the Residents District Commissioners the responsibility of putting a halt to all encroachments on wetlands and protected forest reserves, emphasizing the importance of safeguarding the environment.

However, Davidson Paddy Kayondo, the Kalungu Resident District Commissioner, challenged the Office of the President to streamline their instructions. He pointed out that conflicting and multiple directives are contributing to undesirable disputes at the grassroots level. Kayondo further urged the Office of the President to establish a unified command structure to manage land disputes, as he highlighted instances where certain unscrupulous actors exploit the system to mistreat and expel land tenants.

Responding to these concerns, Hajji Yunusu Kakande, the Secretary to the Office of the President, encouraged Resident District Commissioners to stand firm and resist any unlawful evictions, despite any intimidation from those perpetrating such actions. Kakande advised RDCs to consistently seek guidance from the Minister for Presidency whenever they encounter conflicting instructions.

Additionally, Kakande revealed that the Office of the President is in the process of investigating high-ranking government officials who are exploiting the system by manipulating security agents, including district Commissioners, for their personal gain.

As these discussions continue, it is clear that there is a need for improved collaboration, clearer directives, and a unified approach to handling land disputes and other administrative matters within the regions. The aim is to ensure a harmonious and efficient system that serves the best interests of the people.
